Healthcare: managing patient record access requests

Each request calls for proof of several steps: receipt, processing, adherence to deadlines (notably a response time of under seven days), and actual delivery of the record. Without a dedicated tool, these requirements expose facilities to non-compliance risks during certification and make requests harder to manage.

On top of this comes a sensitive issue: the handling of personal and potentially medical data, which calls for strict access control and a clear separation between administrative data and health data.

BlueKanGo: managing access requests

To address this, the healthcare group deployed a dedicated application in BlueKanGo for managing patient record access requests. The application centralizes the entire process in a single tool: logging requests, tracking their status in real time (received, in progress, closed), keeping a full history of actions, and automatically generating performance indicators.

The solution is built on robust traceability that meets the (HAS) French National Authority for Health’s) expectations, with a dashboard for viewing all requests and their processing times, along with a statistics module used in the users' committee and during certification audits.

Confidentiality as a prerequisite

When it comes to confidentiality, the BlueKanGo platform relies on granular access-rights management and sound data-structuring practices. Sensitive information is limited to administrative data, while access to medical data is secured through links to the EMR (Electronic Medical Record), avoiding any duplication in the Quality tool. Looking ahead, integrating advanced security mechanisms such as INS (French National Health Identity) Script further strengthens the protection of health data by ensuring encryption and restricting access to authorized users only.

Management that meets HAS requirements

Thanks to this approach, the group now has a compliant, structured and auditable system that fully meets HAS certification requirements. End-to-end traceability of the process protects facilities during inspections and ensures regulatory deadlines are met. Digitalising the process also allows for finer operational oversight, with actionable indicators for the users' committee and better visibility for quality teams.

Finally, keeping confidentiality under control, reinforced by mechanisms like INS Script and strict data separation, makes it possible to combine regulatory compliance with protection of sensitive data, all while keeping the tool simple for teams to use.
